The Shorter Cooldown stat (usually called "cdr" for "cooldown reduction" by players) is the mere stat for shortening
mazes' run timers as it reduces the cool time of your skills.

Having a pretty high value of shorter cooldown is useful in order to chain your strongest skills more frequently without running out of skills due to their cooldown. However, it is impossible to reach 100% of shorter cooldown through your equipment, but an A.R card buff (from Big Puppet) can reduce all cooldowns to 0 for 5 seconds, allowing players to spam their skills during this time lapse.

Building for high cdr values is quite important to allow a smooth rotation of your skills, even more for long-term fights. You can refer to the Skills Chains Guide for more details about it.

It is important to note that the Shorter Cooldown not only applies on active skills you may use in combat. It applies on every skills, including passive ones and the Frenzy buffs. However, ti doesn't apply on items' and A.R cards' cooldowns.

In terms of both short-term and long-term fights, this stat is probably the best way to strengthen your damage for a given global performance.
